In Canada the Temporary Foreign Worker Program (TFWP) was originally introduced by the Canadian Government in 1973. Temporary Foreign Worker Program (TFWP) allows Canadian Employers to hire foreign nationals to fill labour and skill shortages for some temporary period. The program kept changing ever since its inception, with the changing Canadian needs from time to time.
Immigration, Refugees and Citizenship Canada (IRCC) mainly issues Work Permits/Visas to foreign workers under this class for High Skilled Workers, Low Skilled Workers, Seasonal Workers/Agriculture workers etc. IRCC works with Employment and Social Development Canada (ESDC) to issue Labour Market Impact Assessment (LMIA) to the Employers, allowing them to hire foreign workers on temporary basis.
Foreign Workers can also be hired through International Mobility Program of IRCC .No LMIA is required under this category. This program has been designed to help Canadian Employers/Businesses to improve their performance to fulfill their needs at times of worker shortages to help the Canadian Economy in turn.
